Allow manual editing of mail filter files

As a System Administrator, I would like cPanel to allow manual editing of mail filter files.

The current problem is that we have to use the interface or the API now. When all would be needed is for cPanel to update itself from our config file, via a function

Having to build api commands for editing mail filters is quite cumbersome.

We'd need a function for cpanel to update its own data according to the corresponding FILE after manual edition, it it needs to store its info in a certain fashion.


example:

  1. You manually edit a file in /home/username/etc/domain/user/filter.
  2. Then you run, hey-cpanel-please-update-yourself-from -f /home/username/etc/domainx/userx/filter
  3. Done.
