Get rid of frames and animated side menus

Please consider during the next write of WHM dropping the whole FRAMES design. Basically FRAMES suck. They are so 1990s and just awkward and useless. A well written non-frame site is almost always a superior design. Also, please drop the animates left side menu. That garbage of it opening a section when the user clicks an icon in the main frame is VERY annoying and 100% useless. The whole thing is even worse because it does not automatically close the section when you are done, so eventually you can have the entire left menu expanded for no reason.

We are breaking ground on work to remove all frames from the WHM interface starting in v64.

This is a big change for the infrastructure underneath WHM, so we're having to take progress slowly and knock out one frame at a time. Ideally in the first release, the overall user experience of WHM does not change...we're just minus one or two frames.

After the frames are gone, we're going to focus on the left navigation in an attempt to make the basic layout of WHM and cPanel very similar. A lot of this part of the plan is still up in the air, though, so please don't set any expectations so far.

We're hoping to end this work with a far better implementation of the user experience as well as a degree of improvement in our mobile responsiveness on both interfaces.
