Lock your cpanel user to change the size of the mailbox, but he could continue to manage their accounts. Who could change the size of the mailboxes would be the root or reseller.

I think this functionality important because I don't want to limit the size of the hosting account but limit the emails accounts. This would prevent the whole account stop for lack of space.

"Number of Email accounts x Inbox Size" = 10 Email Accounts x 5GB Inbox/Mailbox Each
