Remove local.ini useage

As a cPanel administrator, I want WHM to no longer user a local.ini in php.d as it causes PHP directives to be 'locked' from users to where they can't change them.

As a cPanel administrator, I want the WHM INI Editor to edit the php.ini file so that my users can still override PHP directives.

As a cPanel administrator, upon upgrade to v66, I want my local.ini differences to be 'migrated' to the php.ini so that my users can override PHP settings again.
