Sort Rules in Mail Filter

In cPanel mail filtering I would like to be able to sort all the rules in a filter (assuming the connecting operators are all "OR" or all "AND"). The primary sort key would be the text field and the secondary sort key would be the name of the message header (From, To, Subject etc.). If some users want the text field to be the secondary key that would have to be an option/preference, but I would be happy with the keys as I described above.

This is not something that we will likely be considering for inclusion to the product. The primary reason for this is that the order of filters is not arbitrary. Mail filter order very much matters. As you mention, for this to be unaffected by order all of the condition operators would have to be identical. This would create a point of confusion where changing a single operator would "break" the sort feature in the end user's eyes. Since sorting procedurally followed filters doesn't really make much sense programmatically, this is unlikely to be further considered.
